Choe Mun-sun (崔文洵) was from Chuncheon, Gangwon Province. He graduated from Seoul National University and joined MBC in 1984, working as a reporter. He took the lead in the media labor movement, serving as the first chairman of the National Union of Media Workers.
He served as president of MBC from 2005 to 2008, and later entered politics, serving as a member of the 18th National Assembly (proportional representation).
After being elected governor of Gangwon Province in a 2011 by-election, he won three consecutive terms, serving as the 36th, 37th, and 38th governor of Gangwon Province (2011–2022). As head of the province hosting the 2018 PyeongChang Winter Olympics, he led the preparations for the Games.
