In 1934, in Jangheung, South Jeolla Province, he was arrested while active as a member of the farmers' cell of the underground Jangheung Farmers' Union. The organization he belonged to, the Jangheung Red Peasants' Union, was formed to resist landlords who imposed exorbitant tenant rents, and it operated by building grassroots organization village by village through youth, farmer, and youth-corps cells.
