Yi Pil-hui, courtesy name Manyeo and pen name Silgok, was born in Hanseong (Seoul) and passed the military examination in 1878, studying under the Confucian scholar Yi Hang-no. When the Eulmi Incident and the hair-cutting edict provoked outrage in 1895, he raised a righteous army in Jecheon and was chosen as its commander; the following year he joined Yu In-seok's Jecheon militia as vanguard and recruitment commander, fighting Japanese forces around Danyang.
He later moved into Manchuria, seeking military assistance from the Qing government, and established a base for continued resistance at Palwang-dong in Huairen County, where he built a shrine to Confucius. He drowned on March 3, 1900, when his boat capsized on the Huangdao River.
He was posthumously awarded the Order of Merit for National Foundation, Order of Independence, in 1993.
