Yi Gyu-gap served as a central representative to the People's Assembly and, after fleeing to Shanghai, as a Provisional Assembly member for Chungcheong Province. Born in Asan, Chungcheong Province, he graduated from the Hanseong Normal School and a theological seminary and worked as a Christian minister, joining the Hongju righteous army as a supply officer in 1907 and organizing the underground Sinjoseondang society in 1911.
Immediately after the March 1st Movement of 1919, he attended the People's Assembly held at Incheon's Man'guk Park as one of the representatives of the thirteen provinces, helping organize the Hanseong Provisional Government and being elected an adjudicator; he then went to Shanghai, where he served as a Provisional Assembly member for Chungcheong Province and on its standing petitions committee.
After liberation he served as finance director of the Committee for the Preparation of Korean Independence, was elected to the 2nd National Assembly from Asan in 1950, and later served as a senior council member of the Korea National Party and chair of a committee investigating the families of martyred patriots. He received the Order of Merit for National Foundation in 1962.
