A graduate of Seoul National University's economics department, he earned a doctorate in economics at the University of Pennsylvania in 1989 and served as a research fellow at the Korea Development Institute and president of the Korea Institute of Public Finance. His father Yu Chi-song (1924-2006), born in Pyeongtaek, served in the 6th and 9th-12th National Assemblies and ran in the 1981 presidential election as president of the Democratic Korea Party. The clan presents father and son as leading modern politicians.
After serving as transport minister he became Deputy Prime Minister and Minister of Strategy and Finance in 2016 and served until 2017; Korean Wikipedia notes that he also acted as prime minister.
