An Gong-geun, the youngest brother of An Jung-geun, was born in Sincheon, Hwanghae Province. After his brother assassinated Ito Hirobumi in 1909, he fled Japanese persecution to Russia, where he worked to raise national consciousness among overseas Koreans in keeping with his brother's cause.
In 1921 he was appointed the Korean Provisional Government's envoy to Russia and conducted diplomatic work; he also served as a diplomatic official, a member of the Provisional Assembly, and head of the Korean residents' association in Shanghai. In 1931 he helped Kim Gu organize the Korean Patriotic Organization, overseeing recruitment and management of its members, communications, and covert operations, as well as fundraising and liaison with the Chinese Nationalist Party.
After the outbreak of the Sino-Japanese War, a falling-out with Kim Gu arose over his failure to help evacuate An Jung-geun's family from Shanghai. He disappeared in Chongqing around 1939–1940 and is understood to have died there, with the circumstances of his death never fully clarified.
