Bak Gwan-su served for many years as an education inspector in the Government-General's Bureau of Education during Japanese colonial rule, overseeing schools, and taught pedagogy and psychology at Daegu Normal School, where his students included the future president Park Chung-hee. For promoting assimilationist education and wartime conscription during this period, he was later designated a pro-Japanese collaborator by the government's truth commission and listed in the Dictionary of Pro-Japanese Collaborators.
After liberation he returned to education as a professor at Kyungpook National University and principal of several high schools, and following the 1961 military coup he became the founding chairman of the Korea Anti-Communist League, leading conservative anti-communist civic activities.
