Park Se-yeong, of the Miryang Park clan, was born in Gwangju in 1910. While attending Gwangju High Common School in 1928, he led a boycott movement of about 300 students protesting the punishment of a senior student under the Peace Preservation Law and demanding an end to colonial education; he was sentenced to ten months in prison for violating publication and security laws.
After his release, he went to Tokyo and continued anti-Japanese activities, was arrested again in 1932 and tortured, and in 1935 was sentenced to two years and six months under the Peace Preservation Law. He later joined the Provisional Government of the Republic of Korea, serving as acting administrative officer of its Ministry of Home Affairs from February to March 1940, and died in Busan in 1943 at the age of 33. He was posthumously awarded the Order of Merit for National Foundation in 1993.
