Park Yong-gu, a resident of Bongo-ri, Sangseo-myeon, Hwacheon County, Gangwon Province, planned an independence demonstration with Yi Chang-seon and Sim Gyeong-ji on March 27, 1919, timed for the Hwacheon market day the next day.
On March 28 he lit signal fires on the hill behind the village and led about a thousand people in shouting for independence, then joined the crowd in storming the township office, destroying its furnishings, and dragging out the township chief and clerk.
He was arrested and sentenced to 90 strokes of flogging by the Gyeongseong District Court on September 18, 1919.
