Kim Yeong-hu helped prepare the Gunsan manifestation by copying the Declaration of Independence at Yeongmyeong School.

While a student at Yeongmyeong School in Gunsan, he took part in mimeographing about 7,000 copies of the Declaration of Independence in March 1919 under the guidance of teacher Park Yeon-se. On March 5 he joined roughly 500 students, residents and Christians who marched through Gunsan carrying Korean flags and shouting for independence.
