Known by the pen name Wangsan and from Imeun-dong in Seonsan (now Gumi), Heo Wi raised a volunteer army at Gimsan (now Gimcheon) after the Eulmi Incident and the topknot edict, and in the 1907-08 uprising served as chief of staff of the Righteous Army of the Thirteen Provinces. In January 1908 he led an advance party to just outside Seoul's East Gate, but the main force arrived late and the advance on Seoul failed.
He was arrested and died at Seodaemun Prison on 21 October 1908. He was posthumously awarded the Order of Merit for National Foundation (Republic of Korea Medal) in 1962. Several relatives, including Heo Hun and the younger kinsman Heo Hyeong-sik, are known as independence activists.
