Lee Seok-gu, of Jung-ri, Naemun-myeon, Pyeonggang, planned to distribute the Declaration of Independence and organize a demonstration in 1919, for which he was sentenced to one year in prison. On February 28, 1919, Choi Byeong-hun received 200 copies of the Declaration delivered to the Cheondoism district office in Pyeonggang and discussed distribution plans with Lee Seok-gu; on March 2, Choi explained the Declaration to gathered Cheondoist believers and urged them to join the independence movement.
