No Chang-hui (盧昌熹, born 25 February 1938) is a former South Korean diplomat; Korean Wikipedia gives his seat as Gwangsan (光山). Gwangsan is the old name of Gwangju (光州), so the Gwangsan No are described as the same lineage as the Gwangju No, counted separately by Statistics Korea but understood to share a root. He is among those included in Wikipedia's Gwangju No category. As a living person, only publicly stated career is given here in factual terms and nothing on private life.
A graduate of Kyunggi High School and the economics department of Seoul National University, he completed coursework for a master's in economics at the graduate school. He began as a section officer in the Trade Bureau of the Ministry of Foreign Affairs and served as Legal Officer, First Secretary at the embassy in Canada, Counselor of the Americas Bureau and Head of the Treaty Division, then as Ambassador at headquarters and Chief of Protocol in the Presidential Secretariat. His career covered practical fields such as trade, treaties and American affairs.
He later served as Ambassador to the United Nations and Vice Minister of Foreign Affairs, then as ambassador at the embassy in the United Kingdom and Ambassador at headquarters of the Ministry of Foreign Affairs and Trade, and worked as standing adviser to the Federation of Korean Industries. This summarizes Wikipedia's career list; specific tenures, achievements and awards were not confirmed here. Together with fellow diplomat No Sin-yeong, he shows the diplomatic strand among Gwangju No figures.
No Chang-hui is a figure whose seat is written as Gwangsan on Wikipedia. Since Gwangsan is the old name of Gwangju, it is explained as a branch of the Gwangju No. Statistics Korea separately counts 61,809 Gwangju No and 40,520 Gwangsan No as of 2015, but Jokbo World introduces the two seats as one lineage. The exact branch and generation must be confirmed in a personal genealogy.
Beginning as a trade-bureau section officer, No Chang-hui's career runs through legal officer, head of the Treaty Division and chief of protocol to UN ambassador and Vice Minister. As a living person only the main lines are introduced; please consult public sources for details.
