Choe Chang-sik fled to Shanghai and led anti-Japanese resistance efforts, serving as a member and later chairman of the Provisional Legislative Assembly and as Minister of Home Affairs of the Korean Provisional Government.
In 1911 in Gyeongseong (Seoul), he took part in fundraising led by Kim Jwa-jin for building an independence movement base in West Gando, and from 1912 he taught history at Oseong School, instilling anti-Japanese and national consciousness in his students. After the March First Movement, he fled to Shanghai with Hyeon Sun and others to help establish the Korean Provisional Government, where he went on to serve as Secretary-General of the State Council, Chairman of the Provisional Legislative Assembly, and Minister of Home Affairs, playing a central role within the government-in-exile.
