Kim Bok-in (金福寅, also recorded as Kim Bok-gwan 金福寬) was registered in Seoncheon, North Pyongan Province. In August 1920, the Daehan Gwangbokgun Chongyeong (Korean Restoration Army General Headquarters), under the Provisional Government of Korea, organized suicide squads and dispatched them to Seoul, Pyongyang, and Seoncheon to carry out bombings timed to a visiting U.S. congressional delegation's tour of the Far East, hoping to demonstrate Korea's determination for independence. In Seoncheon, operatives including Yi Hak-pil, Im Yong-il, and Kim Eung-sik worked with local student Park Chi-ui to plan the attack.
The original plan, timed to the delegation's passage, fell through when the bombs arrived late, but in the early hours of September 1, 1920, the group threw bombs at the Seoncheon police station and the Seoncheon county land-registry warehouse, badly damaging the police station building. Some twenty people, including Park Chi-ui, were arrested in connection with the bombing by that September. Kim Bok-in was also arrested in connection with the Seoncheon police station bombing and sentenced to three years in prison. The government posthumously awarded him the Order of Merit for National Foundation, Patriot's Medal, in 1990.
