Kim Deok-han, of the Andong Kim clan, was the eldest son of Baron Kim Hak-jin. He passed the palace examination in 1894 and rose through official posts in the late Korean Empire, serving as secretary in the Bisawon, reader at the Hongmun Office, minor minister of the Royal Medical Office, magistrate of Ulsan in South Gyeongsang Province, and various ceremonial offices including the Kyujanggak and the royal ancestral shrine administration.
During Japanese colonial rule he received the Korea Annexation Commemorative Medal in 1912, was ranked Junior Fifth Court Rank in 1914, and inherited his father's baronage in 1918, rising to Junior Fourth Court Rank in 1922. For these activities he was named in the findings of the Presidential Committee for the Inspection of Collaborationist Activities and listed in the Dictionary of Pro-Japanese Collaborators compiled by the Institute for Research in Collaborationist Activities.
