After serving as standing committee chair at the 10th session of the Provisional Legislative Assembly in February 1922, Kim In-jeon was elected its Speaker on April 3, 1922, working to strengthen the Provisional Government through legislation reflecting public opinion. He had earlier headed the Finance Ministry's secretariat and the bond management bureau, raising funds through the sale of independence bonds.
