Gwon Jung-hyeon (1854-1934), born Gwon Jae-hyeong in Yeongdong, North Chungcheong Province, was fluent in Japanese and joined the Enlightenment faction, entering government service as a clerk at the Dongnae magistracy in 1883 before rising to Minister of Justice (1899), Minister of War, and Minister of Agriculture, Commerce and Industry, also taking part in the Gapsin Reform and Independence Club activities.
As Minister of Agriculture, Commerce and Industry in 1905 he backed the Eulsa Treaty, becoming one of the "Five Eulsa Traitors" alongside Yi Wan-yong, Yi Geun-taek, Yi Ji-yong, and Park Je-sun. In 1907 he survived assassination attempts by Na Cheol's group and by Gang Won-sang. After the 1910 annexation he received the title of viscount and a 50,000-won stipend, and outlived all the other Eulsa traitors, dying in 1934 at age 79. He was later named in South Korea's 2002 list of 708 pro-Japanese collaborators and the 2006 official list of 106 pro-Japanese collaborators.
