I Dong-ha served as chief of staff under righteous army leader Yi Gang-nyeon and later organized the Mindan Johap to work toward the restoration of national sovereignty.
Appointed chief of staff of Yi Gang-nyeon's forces in September 1907, he was active across North Gyeongsang, North Chungcheong, and Gangwon provinces. After Yi Gang-nyeon was captured in June 1908, he fled to Manchuria. He later led the South Chungcheong branch of the Mindan Johap, an organization formed after the loss of national sovereignty to raise funds for the independence cause, working alongside fellow branch commanders Yi Eun-yeong (North Chungcheong) and Yi Se-yeong (North Gyeongsang).
