Yi Yong-tae, from Jeonju in Jeolla Province, was serving as magistrate of Jangheung when the Donghak Peasant Revolution broke out in 1894; he was dispatched to Gobu as an special investigating commissioner (anhaeksa) to handle the unrest. Rather than addressing the underlying grievances, he blamed the peasants and imposed harsh punitive measures, which only deepened resentment and helped fuel the wider uprising; he was subsequently dismissed and exiled.
After Japan's annexation of Korea in 1910, he was granted the title of baron and a bestowed government bond by the Japanese government. For this collaboration he was later designated a pro-Japanese collaborator by the government's truth commission and listed in the Dictionary of Pro-Japanese Collaborators.
