In preparation for the conquest of the Jurchens, he created the Byeolmuban, a special army composed of cavalry, infantry, and monk-soldiers, and in 1107 (2nd year of King Yejong), as commander-in-chief, he conquered the Jurchens and built the Nine Fortresses (9 seong) in the northeastern region. He later rose to Chancellor (Sutaebo Munha Sijung).
