Yun Myeong-seon was active during the late Korean Empire and Japanese colonial period. He graduated from the teacher-training course of Gyeongseong Public High School and the Faculty of Law at Tokyo Imperial University, and served as a clerk at the Gyeongseong District Court under the Government-General.
Pro-Japanese activities In 1934 he joined the General Affairs Agency of Manchukuo to handle statistical work, and he served as an official of Manchukuo, becoming director of the Alcohol Section of the Monopoly Bureau in 1942 and director of civil affairs of Jiandao Province in 1944 before being promoted to deputy governor of Jiandao Province in 1945, receiving a Manchukuo decoration along the way. For these activities he is listed as a pro-Japanese collaborator by the government's Commission on Pro-Japanese Collaborator Activities and/or the Dictionary of Pro-Japanese Biography compiled by the Center for Historical Truth and Justice.
