As branch commander of the Heungeopdan in Jangbaek County, Kim Chang-il helped lead the formation of the Shinhan Youth Association and the Daehan Gukmindan.
In June 1921, at a joint conference of representatives from independence organizations including the Gunbidan, Gwangbokdan, and Heungeopdan held in Sinchang-dong, Jangbaek County, Kim Chang-il, then Heungeopdan branch commander, was elected provisional chairman. He also took part later that year in the process by which these organizations merged to form the Daehan Gukmindan under the leadership of the Shanghai-based Korean Provisional Government.
