Gim Deok-seung was born on July 7, 1899, in Seorim-myeon, Cheolsan County, North Pyongan Province. In August 1920 he joined Bohapdan, an armed anti-Japanese organization based on Mount Dongam in Uiju County founded by Kim Jung-ryang and Bak Cho-sik, taking part in fundraising for arms, weapons acquisition, and several armed clashes with Japanese police.
He continued raising military funds around Yongcheon, Cheolsan and Seoncheon, and on October 28, 1920, took part in executing a pro-Japanese collaborator in Naesan-dong, Cheolsan. He was arrested in March 1921 along with Jeong Won-gap and sentenced by the Sinuiju District Court to two years and six months in prison. The government posthumously honored him with a presidential citation in 1968 and the Order of Merit for National Foundation in 1990.
