Life & career

Kim Sang-cheol was a civil official of the late Joseon period, with the courtesy name Sabo (士保) and the art name Hwaseo (華西). After holding various ministerial posts, he served as Right and Left State Councillor and then rose to Chief State Councillor three times, leading state affairs during the reigns of King Yeongjo and King Jeongjo.

In 1779 he was briefly in a position overseeing all state affairs, and is recorded as a minister who governed the affairs of state as a whole, including personnel and finance. His posthumous title was Chung-ik (忠翼).
