Born in Bongsan, Hwanghae Province, Gim Seok-hwang studied classical Chinese with his grandfather before enrolling at Waseda University in Japan. As a student in Tokyo in February 1919, he helped organize the February 8th Declaration of Independence alongside Seo Chun and Choi Pal-yong, recruiting participants and helping draft and distribute the declaration; he was briefly arrested but released without charge.
He then went to Shanghai and joined the Provisional Government of the Republic of Korea, serving as a member of its Provisional Legislative Assembly. In September 1919 he took part in the Historical Materials Compilation Society organized by Interior Minister Ahn Chang-ho, working alongside Yi Gwang-su and Kim Du-bong. He also co-founded the Uiyongdan (Volunteer Corps) with Kim Gu and Yun Hyeon-jin and served as its commander, raising funds for the independence movement at home and abroad, until Japanese police arrested him in Fengtian, Manchuria, in September 1920. Extradited to Korea, he was sentenced to ten years in prison and served his term at Seodaemun Prison.
After liberation, he was active in right-wing politics as a Korea Independence Party central committee member and supported the anti-trusteeship movement. He was executed by North Korean forces during the Korean War in 1950, and was posthumously awarded a National Foundation Medal in 1982.
