Kim Si-beom, a Confucian scholar of Jocheon, Jeju, planned and led the 1919 Jocheon Manse Movement, for which he was sentenced to one year in prison. When his nephew Kim Jang-hwan brought news of the March 1st Movement and a copy of the Declaration of Independence to Jocheon on March 16, 1919, Kim Si-beom and his uncle Kim Si-eun resolved to hold a demonstration. Gathering fourteen fellow activists, they made four large and about 300 small Taegukgi flags, and set the memorial day of his eldest brother Kim Si-u, a respected scholar, as the date of action. On the morning of March 21, some 200 residents of Jocheon and neighboring villages, along with village-school students, gathered to shout for independence.
