Kim Si-eun was born on October 10, 1887, in Jocheon-ri, Sinjwa-myeon (present-day Jocheon-eup), Jeju, where he ran a general store. In March 1919, after Kim Jang-hwan returned from Seoul with a copy of the Korean Declaration of Independence, Kim learned of the movement through Kim Si-beom and helped plan a demonstration on Jeju Island.
From March 21 to 24, 1919, he helped lead marches in the Jocheon-ri area. On the afternoon of March 21, he marched toward Jeju City together with Kim Si-beom, Kim Jang-hwan and Hwang Jin-sik, and was among thirteen people arrested after the marchers clashed with police in Sinchon-ri. He was sentenced to one year in prison for violating the Security Law on April 26, 1919; the sentence was upheld on appeal on May 29, and he was released on April 8, 1920.
