Born September 26, 1896 in Sancheong, South Gyeongsang Province, Kim Sin-seok graduated from Busan Commercial School and worked at the Bank of Chosun, gaining a reputation in financial circles for his accounting skill. He was appointed a Central Advisory Council councilor in 1936, a post he held until liberation, and in 1943 served on the economic committee of the National Total Power Korea Federation.
